The hardest Pokemon of every generation

There are many Pokemon, often legends, that make trainers waste Pokemon balls trying to catch them. While some creatures are easy to hunt, others are not. For example, Pidgey or Starly is easy to catch because they are on the first track of their zone and can be caught without the coach or their partner breaking a sweat.
